First time player here, seeking some opinions and/or ideas. I currently have a level 3 draconic bloodline sorcerer with +3 in CON and CHA, +1 in all other stats. I’m curious on if I should take the ASI at level 4, or if I should take a feat instead. Any thoughts or ideas are appreciated.

We don't know your stats, and without knowing if your stats are odd or even, it's very difficult to answer this. Please provide your actual statline.
If all of your stats are even, my highly generic advice would be throwing an ASI at Charisma.
To make you character as powerful as possible it is nearly always best to get your attack ASI (in your case cha) to 20 ASAP.
There is nothing wrong with choosing a feat however either because it fits your character concept or you as a player want something that is more interesting (e.g. something you can choose to use)
I usually always take a feat at level 4. Fey or Shadow Touched for the +1CHA and two spells with 1/day free cast and spell slot use after or war caster/resilient if I am getting hit a lot or need to carry something in both hands. I always plan ahead and try to leave one stat (Con or spell casting modifier) odd so I can use a +1 feat to boost at level 4. Then after level 4 ASI till end of campaign or maxed.
I was assuming both cha and con were 16, if either are 17 you should consider a feat that also boosts the odd stat. Your choice depends on your character but one of my favourites is skill expert. For example if you are the face of the party having expertise in persuasion can really boost you in social encounters.
If both cha and con are 17, take an asi and put one in each
Always, always, always max out your primary stat. As a sorcerer, you should raise your CHA to 20. I do one of the following:
A) 4 ASI CHA & CON to 18, 8 ASI CHA to 20.
B) 4 Half-Feat CHA to 18, 8 ASI CHA to 20.
NEVER let your primary stat remain below max (Without a VERY good reason). ASAP get it to 20, then worry about feats. Take half-feats or split ASIs to get off of odd scores.
I am going to drop a different approach. Min-maxing would have you drive your primary stat to 20 as fast as you can, but I have found that to not be necessary in actual play. I find a 14-16 is what the game's CRs are balanced against at tier 1, so if you already have your stat at an 18, you should be good until tier 3 when getting that stat to a 20 starts feeling more important. There are a whole bunch of arithmetic which makes a 20 read as vital, but in game play, I find low tier with an 18 in primary stat feels pretty darn safe. I REALLY enjoy feats and the way they can help alter a character's feel and play-style. Look at half feats that grant a +1 to attribute and add a nifty character affect. If you are at an 18 then you could have a 20 by level 8 which gets you where you want to be. I try to get to 20 around level 12 or 16 and have not had any issues with feeling underpowered.

IMHO, Earthdawn is still the best fantasy realm, Shadowrun is the best Sci-Fi realm, and Dark Sun is the best D&D realm.
