Really sorry if this is the wrong place for character help, i'm fairly new to D&D.
Our group (5 players) is starting tomorrow. This will be the DM's second campaign.
So far, I only know that we'll be dealing with a wizard cult.
I want to emulate Scat Cat from The Aristocats.
I know it's vague, but do you have any recommendations for me?
I'm assuming Tabaxi Bard is the best fit, but which college, and which abilities? Any extra flavour you can suggest?
Unfortunately, I can't find anyone online that's done this character.

Depending on how you want to interpret the character, I would think that Lore or Glamour would be the obvious options, with a dark horse option of Whispers. Play up the musical and charismatic aspects of the bard with lots of support. The options that would be damaging would likely be related to those aspects (ie. You could flavor Thunderwave as crashing cymbols). Considering that Scat Cat is a little plumper, maybe your bard won't be as agile or acrobatic, but he's still a cat so that doesn't mean that you have to dump. I'm thinking something like 16 or 18 (drop your +2 dex bonus on that 14 and your set there, with an ASI perhaps down the road). Scat Cat is good hearted and willing to go out of his way to help.
For some extra crispy bonuses, you can consider some traits from the Transformer Jazz from the 80s animated series, since he was also voiced by the same actor.
He's definitely a leader, do you know if there are any options that would allow me to recruit a bunch of cats from around town to do basic tasks?
Not so much in the bard subclasses that I have access to, but Bardic Inspiration can lend itself that way a little and some of the other abilities can be flavored that way. Among feats, Inspiring Leader would be thematic and give you some free "healing" through Temp HP. Mobile might be a consideration as an escape plan, but it's not fully on theme. War Caster is a great support character aid as it helps you keep your concentration, and allows you to replace an Opportunity Attack with a spell. Vicious Mockery will be your only damage cantrip other than Thunderclap unless you multiclass or do Magic Initiate (ideally Sorcerer or Warlock) to get some more options (you could burn a Magical Secrets on something, too). Still forcing Disadvantage and dealing a little damage is going to be valuable if they are leaving you for someone squishier.
You could also consider a dip into Druid or Ranger if you want some wild animal communication abilities. Either don't pick attack or save spells or consider an investment into Wisdom as well. I'd probably go with a 13 or 14 Wisdom max and choose support spells only if I went this way.
Any more specific advice would have to come from someone more familiar with Bards than I.
Edit: you may want to consider a 3 level dip into Battlemaster for some Leader themed maneuvers.
Also, the spell Catnap would be thematic and would benefit your short rest friends or your short rest abilities.
