Playing Rouge and still want to maintain mobility? Use charcoal to “paint” yourself to remain undetected. My DM let me do this and it created some very funny results.
Playing a Tank Class? Cover your shield, or armor with bark or shrubbery.
Playing a Magic Class, find ways to move the flora and fauna around you.
The entire group I played with was very science orientated, so I wouldn’t say gullible. The idea was that it was foliage and deteriorated over time when used in said sense. At the time I was playing a mute monk/rogue Woodelf and my DM was like you found some charcoal (so I could write) which meant I had to sacrifice said charcoal for the one time use. And the idea of being obscured was if you were already detected or not and there was a base line detection rate per round per enemy when I used this kind of strat.

Using charcoal as rouge is an interesting spin, but I digress ;)
As for using foliage to camouflage yourself, I would focus on the first half of the Mask of the Wild:
You can attempt to hide even when you are only lightly obscured by foliage, heavy rain, falling snow, mist, and other natural phenomena.
Even if you manage to add a substantial amount of branches, bark, leaves, etc., I don't think I would consider you being lightly obscured. Unless, of course, if you are actually blending into foliage, which means you would be fine even without having the added decorations...
To do what you desire, I would require you to build a full ghillie suit, taking at least 4 hours to do so, then updating it with a full hour of time every day.

The point of Wood Elf is you literally are the camo. No suit required. The rest of the ability is because no amount of forest camo will hide you if your up against a brightly lit building with no foliage within a mile.

And move at 1/2 speed.
Again, cheeky things, but run em by DMs and don’t just do.
Seems kind of noir to me, maybe gris. 🤣
Also I am stealing "A Guide to Wood-elf Shenanigans" to use as a title of a random book in an adventure.
You could carry a bunch of flowers around and hide behind them. In deserts substitute a large cactus. On tropical beaches use palm fronds.
Use a large watering can to simulate heavy rain! Failing that move to Manchester in the UK, it's always raining there.
If you just black up though a side effect is you may be elected Prime Minister of Canada. Death may be preferable.
