With the last two UAs (counting todays), there is a clarification on what a Long Rest entails. However, neither in stated classes' SpellCasting ability, nor in the Long Rest portion, is there any mention on how spell slots are recovered (classes only have how they are expended, Long Rest makes no mention of slots at all). I am assuming that if something gets revised (like Long Rest), only what is contained in the UA is valid with the new rule, so there would not / should not be a call back to PHB.
In a sense, it actually does since it mentions everything about Spellcasting within its feature (except recovery) and about what a Long Rest allows (again, except recovery). If it were to rely on PHB, it would not have to mention the "use a spell slot to cast a spell" at all (since that mechanic has not changed)

So how *are* they recovered?
As the document did not state a change go with the current PHB rule.
I think because only some classes/builds get slots. You would look to the feature because it's an exception not a general rule.
