Would this allow you to sneak up on someone? Stealthy states: If you are hidden, you can move up to 10 feet in the open without revealing yourself if you end the move in a position where you’re not clearly visible. So what if I only used 10 feet of my movement to sneak up someone?
Well that's what is confusing to me. Stealthy basically says you remain hidden as long as you end your movement out of line of sight. If I only move 10 feet, I still have 20 feet left. I haven't ended my movement. The rules allow you to break up your movement. So I can move 10 feet, perform my action, and then finish my movement if I so choose. But at the same time, without this feat, my DM has allowed me to sneak up on enemies who's backs were turned even though there are no facing rules. So I'm trying to find out if this is worth grabbing or not in the future since I am allowed access to some UA content.

Are you clearly visible? If so, no.
Or yes depending on your intention. I would definitely consider this surprise if that counts for anything.

Ask your DM about it then.
