I had done some searching and couldn't find any precise answer. But Wish doesn't appear on my 9th lvl Mystic Arcanum list. Is there something I need to do to get it to show up or is this a pretty rare occurrence?
This is an issue raised in a troubleshooting thread about a month ago. I recommend sending a PM to a member of the admin to ask about it.
