You could read it but you may not understand the context. Is your intelligence super low? It is really up to the DM. Worse case you can read the text and you party can interpret it from there.
Eyes of the Rune Keeper is RAI 'You can read and understand all writing' for sure. It is absolutely pointless if that isn't the case, beyond curing illiteracy, which I doubt was the intention behind this invocation. If you are too stupid to understand language in general, then it would probably do nothing.
If you go through Sage Advice it says you can understand the Runes on a scrolls (you can't cast the spell, but you know what the scroll does).
Eyes of the Rune Keeper should even let you read cyphers, as you'd understand the meaning behind it. You've giving up A LOT spending an Invocation to read and understand. It has to be strong.
Without understanding what is the point of reading? Can you truly be able to 'read' something without understanding it? I can correctly recite Chinese pinyin and pronounce the words, but I can't "read" it, because I don't "understand" it.
I would also like to point out that Eyes of the Rune Keeper seems to be kinda in theme with the GOO pact and their ability to mentally talk to anyone with a language. So, I would guess that this Invocation bypasses the need to understand the language and just jump to understanding on a deeper level.
After all, you can read all writings. You can't write back.
To me, the point of the invocation is to go into hidden deep sea temples where elder gods slumber and see all the runes carved on the surface and know what's on it.
