For an upcoming Eberron campaign, I plan to play a shifter (beasthide) on a revenge plot, empowered by a spiritual or ghostly entity (the order and patron will probably be the same). The character is intimidating and untrusting, but was something of a leader in his past and is charismatic. He is similar to Bigby from The Wolf Among Us.
I plan on going BH '3' for Lycan, and Hexblade 'X'.
First, I was wondering what would be the best class to start with. Currently I was planning on going BH 1, HB 1-5, and BH 2-3, finishing this build at level 8. The problem with this is I will be useless at level 1 with str dumped and 13 dex. Would it be better to go HB 5 and then BH 3? I'm trying to make sure I don't fall too far behind with things like ASI's and thirsting blade.
Second, I was wondering if anyone had tips for managing all of the bonus action economy with both classes. I would try and activate things like my shifted form and BH mechanics before the combat starts.
Lastly, can the hybrid form claws be used as a singular hex weapon or pact blade weapon? I plan on using a great sword, maul, or axe (I like using big weapons without strength), but it would be cool to use charisma on claw attacks.

The Hybrid Form claws as you call them are specifically called out as unarmed strikes in the write up for the Blood Hunter on the order of the Lycan powers. So they would not be a weapon for your Hexblade Warrior or Pact of the blade Powers. Crimson Rite only even works on them because Predatory strikes makes a particular exception for it to work.
I like this build. I played a similar Bigby-inspired character as a long toothed shifter Barbarian. Your build is much more interesting.
I am very unfamiliar with BH but is seems like a Hexblade dip might be the way to go. The features of BH seems very level dependent. I might be tempted to stop at 1 level of Hexblade and take the rest in BH.
To cut down on the bonus actions, I might forgo the Shifter race...your doubling down of the Werewolf anyway. Maybe grab VH and take a bonus feat.
