my first DnD experience is great. I play Tomelock in a group of five players, quite strong group, so I play a bit of utility, face of the group etc. We are mostly neutral / neutral evil.
We should level up to lvl 4 and I'm a bit stuck what to do with Ability Score Improvement, since there seems to be too many options.
So I would like to ask which one you think is best.

I would not take Inspiring Leader, since it will not play well with my character.
Honestly, those are all good choices. Really, no matter which you pick, there will be times you wished you'd taken one fo the others. Some questions and things to keep in mind.
As a new player, do you feel you have too many choices to juggle. sometimes, just taking the asi (either the +2 to cha, or the 1/1 dex/con split) can be good. It will give you useful passive bonuses without making you have any more choices to worry about.
Resilient con is another good choice, with more passive bonuses, and helping make concentration saves, since a lot of warlock spells use a lot of concentration.
Fey touched is always a solid feat. A free misty step per day will get used almost every day. It is good to remember the level 1 spell you take can't be upcast as with your normal warlock spells (at least that's how I read it). It will always just be a level 1 spell, so its usefulness will taper off. But then you just take silvery barbs, and it won't taper at all. The downsides here are it does add choices, so if that's a problem, remember that, and it only takes you to a 19 cha, which is the same as an 18. That would really set you up for a cha/con asi at level 8, though. So maybe another cha 1/2 feat. Like telekenetic, which can be really fun to pair with something like repelling blast and push people into any ongoing area effects.
Given all that, I'd go either +2 cha, or fey touched with plans for another cha 1/2 feat at level 8.
One note first: I don't like multiclassing, if there is no good reason in the character's story.
That said, the choice depends on your game experience - have you been attacked a lot, and depend on keeping concentration spells up? Then my first choice would be Resilient, with the ASI +1CON/+1DEX as alternative option.
If you didn't have major issues with loosing concentration or risk of dying due to low AC and HP, take the +2 CHA - that helps you with your spellcasting, Eldrich Blast and any Skill checks for your role as the parties face.
I don't struggle with having a multiple options, but it's a good hint though. I'm playing variety of board games for more than 20 years now and played MtG quite a lot.
Thing about concentration is, that since there is five of us I'm rarely attacked, keeping my distance. But we are in quite fight rich story and it's hard for me to predict ho much more I will need it.
With Fey Touched the plan is really to prepare for CHA/CON on 8lvl, you are reading my thoughts. And additional "spell slots" are so needed. Telekinetic just now doesn't seem so powerful since we have quite some pushes in the group.
I often take either Fey Touched or Shadow Touched with a Warlock. At lower to mid levels Warlocks are starved for spell slots, and if you pick a spell that is good even when cast with the first level slot that is 2 more spells per day. I went with Shadow Touched on one Warlock and took Hex as the first level spell - upcasting it has almost no value anyways, so may as well use just the first level slot for it.
I have a Bard currently with Fey Touched and have Bless as the first level spell. It's always good to increase to hit rolls, especially if you have a couple party members who make multiple attack rolls per round, such as yourself, or in my Bard's case, a fighter and a monk in the group.
With your stats arrayed the way that they are, if you take one of the "touched" spells, take something else later that has a +1 to a stat at either 8 or 12, and boost the two odd numbered stats at the other level.
Another option - if your character is an Elf or Half-Elf, is to take Fey Teleportation. It will add +1 to CHA, and while it only adds the free Misty Step, the key here is that that spell slot returns on a Short Rest (or a Long Rest), synergizing well with the Warlock's spell recovery.
I’m no expert, but from what I’ve learned so far is you want to max out your primary stat as soon as possible. Since you are already at 18 in Charisma, I would say go straight for the + 2 in Charisma.
if you were starting fresh, I would have recommended lowering your Charisma by 1 and taking Fey touched.

I do agree. There will be a reason probably but way later.
Concentration is not so much an issue now, so I think I can skip that. But those "spell slots" from Fey Touched are tempting. :)
