As Knowbody says. To access content on D&D Beyond you have to have bought the material (either the complete book or the specific item) and have to meet the requirements to choose it.

1) Did you purchase Xanathar's Guide on DDB?
2) Did you choose Pact of the Blade on your warlock and reach level 5?
