Something I was starting to consider is a warlock proficient in Arcana can pen spell scrolls. Provided they are non-upgradable spells, or have minimal use in upgrade (hex extends duration, but if you can just throw out an extra that duration is a little less important). I know that you don't get as good a spell-save off of a scroll, and it is a gold sink, but is this a viable strategy?
well, you have to be proficient in arcana and know how to cast spells, in addition to Down time and gold to craft spell scrolls. But does that seem like an efficient wayt to extend a warlock's usefulness in combat?

Spellcasting doesn't not require arcana proficiency, but any spellcaster with arcana proficiency can scribe known spells (if DM allows it, it is technically optional).

I know of no reason why a Tome Pact Warlock wouldn't be able to scribe scrolls of any spell he knows.

You can pen hex scrolls and then swap out hex for a different spell.
