So, I was thinking of the viability of two weapon hexblade vs 2h weapon vs shield and weapon. But, is it even worth it? Here are few questions for it so I can draw a conclusion.
1- is it possible to have two weapons that uses charisma ?
2- do I have to multiclass to get the modd bonus to my off hand ? Is it even needed ?
3- should I take dual wielder feat ?
Note: assume we are using 27 points.

If you take Pact of the Blade, you might be able to use your Hex Warrior ability for one weapon, and your Blade Pact ability to summon another. It depends on how you read the rules for Hex Warrior.
To get the benefit of the 2-hand fighting style, you'll need a level in a class that gets the fighting style class feature, and has the 2-hand style as one of its options. So, one level of fighter or two levels of ranger. (Paladins don't have this style at all.)
As for the Dual Wielder Feat, taking a +2 Dex ASI is always better, so max out your Dex, then take Dual Wielder.
