Something odd with the math no matter what he's doing. Proficiency bonus at level 5, is three. So, either he has an 18 CHA with a +4 bonus = +7 to hit OR he has a 20 cha for a +5 bonus and should have a +8 to hit.
Agonizing blast is assumed. With an 18 charisma, he'd have a +4 to each beam, 20 charisma would be +5 to each beam. If genie, he gets to add +3 to ONE beam per turn. So realistically, the guy's damage is not that far off from what the OP suggested. The OP's post is very confusing though as to whether he's talking about the to hit roll or the damage roll. I don't know where his 12 came from, it looked like he's adding the to-hit modifier and the damage modifier together somehow. With a 20 charisma, he should have +8 to hit, and +5 to damage for each beam. If he has an 18 charisma, the modifiers would be +7 to hit and +4 to damage.
OP, what is his actual ability score for Charisma?
Any time an unfathomably powerful entity sweeps in and offers godlike rewards in return for just a few teensy favors, it’s a scam. Unless it’s me. I’d never lie to you, reader dearest.

Hello all,
I'm playing STK with some friend of mine. One of them is a level 5 warlock who does an eldritch blast.
He can use his Cha modifier for an extra plus seven, and he has a +5.
This creates a 12 with no dice rolled. We can no longer find why he has the +5.
Now he can also cast this two times in one turn, giving him a minimal damage of 24 with no dice rolled or spell slots used.
I don't think this is possible, however I am also new so wanted to check if this can be legal or not.
Would really appreciate the help.
The Agonizing blast eldritch invocation lets you add your charisma bonus to the damage. If his Charisma is 20, that's what the +5 on the sheet is.
I don't know where he's getting a +7 from. Is he adding his proficiency bonus to the damage? That's incorrect.
Spell damage typically gets no bonuses. If you have agonizing blast, you get to add your charisma bonus to eldritch blast, but that's it.
Thanks for your reply that's what I thought also.
However don't want to be an ass about it so thought I'd check before playing the mean dm.
Appreciate the help!
If he has The Genie as a Patron, he has Genie's Wrath and can add both his Charisma modifier and his proficiency bonus to the damage.
The +5 is on the Hit roll, not on the Damage roll, so one beam does 1d10 +Cha +Prof damage => 7 without rolling, not 12.
playing since 1986
Genie's wrath is only once per turn, though
