I've had this character idea for a while and I wanted part of the pact to be giving up the voice, so a friend of I came up with this variant/optional rule for it. Thoughts?
Marks of Silence: Your pact has left a visible mark on you. Your pact has included your voice, but your patron won't leave you defenseless. While your Marks are uncovered by cloth, armor, ect, you can cast a spell from your Warlock Spell List without verbal components. This also allows for the use of ritual spells, such as Find Familiar, that require verbal components, but increase the casting time by 25%. Furthermore, these Marks count as your Spellcasting Focus, however if you're in the area of effect of a Silence spell or similar spell, until that effect is removed you lose the ability to cast spells that would normally require verbal components. When casting a spell using the marks, the marks glow softly.
(If the spell you're attempting to cast without Verbal Components has a casting time of 1 Action, you must use your action to cast it. If the spell you're attempting to cast has a casting time of a Bonus Action, you must use your Bonus Action to cast it.)
Actually, I was intending to play a fry pact with this. Stealing voices isn't unheard of for fry creatures. It was also pointed out in one of my Discord servers you could use this to play Ariel from The Little Mermaid with this and a Deep One pact from UA
So what's the means by which your Archfey Warlock would communicate with allies and NPCs? How would the "stealing voices" thing work for all of the out of combat stuff that your party does?
That's where roleplaying comes in. You can describe what your character is doing, you can be more expressive as your character. Similar to what animators do for mute characters. And eventually, she will be going with Tome pact, so her familiar will be able to speak for her as well

I'm guessing this would be a Great Old One Warlock because of their first level ability to communicate telepathically with creatures within 30ft?

Awesome backstory opportunity: Soldier background, has a history with the French Frying Legion!
