What happens when you install the Ruby of the War Mage [Link] to a pact weapon that you conjure out of nothing?
According to RAW of the ruby, the ruby does not detach until you re-attune or when the weapon is "destroyed". According to RAW of pact weapon, the pact weapon is not "destroyed" but "disappears" when it is dismissed or when you use pact weapon again to re-summon it.
So if I summon a pact long sword, attach the ruby to it, then re-summon a pact dagger, is the ruby still attached to it?
1) When creating a pact weapon: the pact weapon allows you to create a melee weapon, so you can attach the [Tooltip Not Found] to it. However, if the pact weapon disappears for one of the reasons described in the feature description, I would say that the next pact weapon is, as a matter of fact, a new weapon. So, when the created pact weapon disappears, the Ruby falls off.
2) Using the ritual to make an existing magical weapon your pact weapon: In this case, any time you use the pact weapon, you summon the same weapon. So the Ruby does not fall off.

I think there are two cases to consider here:
1) When creating a pact weapon: the pact weapon allows you to create a melee weapon, so you can attach the [Tooltip Not Found] to it. However, if the pact weapon disappears for one of the reasons described in the feature description, I would say that the next pact weapon is, as a matter of fact, a new weapon. If you can spare in Invocation slot, get the Improved Pact Weapon Invocation. It allows any summoned pact weapon to function as a spell focus.
DICE FALL, EVERYONE ROCKS!
this only allows you to use your weapon as a spell focus for your warlock spells. Which is perfect in most scenarios unless you're multiclassing.
