Can the additional effects that "Steps of the Fey" applies to Misty Step be applied to all castings of Misty Step or only the free uses granted by the feature? In other words, if I use a spell slot or cast Misty Step from some other feature or source, can I apply "Refreshing Step" or "Taunting Step"?

It is pretty great, especially if you're a High Elf with the Fey-Touched feat and therefore have two more free Misty Step uses per day beyond what that feature already gives you.
Fey Teleportation is not from the 2014 Player's Handbook, it's from Xanathar's Guide to Everything. While it was obviously written with the 2014 rules in mind, there's nothing about that feat that's incompatible with the 2024 rules.
There is a point of diminishing returns on the feats/. If you are a high elf, 18 charisma, level 5, your first feat was fey touched, you are already at 6 free castings a day. I'm not saying you wont ever need more but is getting 7 instead of 6 better than lets say taking war caster, or depending on when you think your campaign ends bumping your chr to 20, actor, skill expert etc.

And.....on a stroll through The Dungeon of the Mad Mage, one can look forward to being gobbled up by a shambling mound, trampled by a version of a Purple Worm and chased by a hungry owl bear....ALL ON THE SAME LEVEL!

To build upon this, if the character is Shadar'kai would they get both the species abilities and those of the sub class when Misty Stepping?
No - the Shadar-kai species ability is similar to Misty Step, but it’s not Misty Step, and therefore add-on effects for Misty Step don’t apply to it.

If you're after an extra free casting of misty step then High Elf gets that at level 5 and that is Misty Step.
There is also the 2014 racial feat Fey Teleportation, which gives Elves an free casting of Misty Step once per short rest.
