So by taking improved pact weapon, I can use a melee weapon as an Arcane Focus and if it lacks the +1 feature, I get to add it.
What I'm curious of, is does that pact weapon's +1 also then effect attack rolls the way an Arcane Focus would? So let's say I have a +2 Scimitar, do I get +2 to attack rolls on my spell attacks?

But as a follow up question, would I be able to wield a Rod of the Pact Keeper in one hand and a pact weapon in the other and cast spells without the Warcaster feat?
If I’m reading the RAW correctly, the same hand holding the focus can perform the somatic portion...am I correct?

No, the +1 only applies to attacks with that weapon
But I’m curious if I can wield a rod of the pact keeper and my pact weapon and still be able to cast spells without Warcaster
