I've been looking for an answer to this questions but can't really seem to find an answer for it. Can wizards just start with every Ritual spells? EX: wizard lv1 has 9 ritual spells. I start a campaign and someone makes a Wizard with all those rituals plus there starting spells. Is that right or am I missing something? Since they don't need to prepare it or it counts towards there spells and just need it in the spell book, how does that work? Do they need to find the ritual spell first before they can add it? Seems broken if not
They don't need to prepare it, but they must have it in their book first. A 1st level Wizard should have 6 spells in their book unless they found and copied some into the book. They could have all 6 in the book and then have them all ready to be cast as rituals, but it's still only 6, and no other spell aside from their cantrips.
Page 114 Player's Handbook under spell casting is a small paragraph titled "Spellbook" which states a first level wizard starts with six spells plus cantrips. A 1st lvl wizard receives three cantrips. Cantrips can be cast indefinitely as they don't use spell slots so to my knowledge there are no ritual cantrips. LV1 Wizard should only have 9 spells in total (six leveled recorded in spellbook plus three cantrips affixed in the mind). It is possible to gain to additional spells at lv1 by taking a race with some form of innate magic (e.g. elves pg 21 PhB) or variant human (pg. 31 PhB in the little green box at the bottom) and take a feat such as Magic Initiate (PhB 168) or Ritual Caster (PhB 169) but these only give one or two level 1 spells which could be ritual. There isn't any way to start at LV1 with all nine ritual spells, plus cantrips, plus their starting six using official material to my knowledge. They can find and add the spells to their spell book but that happens in play it is not something they can say they did in their backstory as it takes time and money (detailed in PhB 114 in the big green box left side the page)
I suggest taking a careful look at the player's character sheet and cross reference with the official material. If the player is trying to use official material that you don't have access to they need lend you that material or at least have it on hand for you to inspect during character creation and play. I personally do not allow bootleg copies of official material as they often change the wording to avoid detection by plagiarism bots often time misconstruing the rules (and my healthy relationship with finance has strengthened my moral compass).
If it turns out they've gotten their hands on some one else's homebrew rule or made their own, it is important to remember that its the DM's table and they have every right to say no. I cannot tell you how many times some one has rocked up to my table with their own or some one else's cheat code disguised a homebrew. The simple answer has always been "That's a different set of rules for a different game. We're playing my game tonight, I'm sorry but no." My usual excuse when confrontation arises is "I don't trust my DM abilities enough to mettle with the rules to that degree." Which works for me because I don't homebrew rulings. I really hope this last one isn't whats going on and they are just confused or were given bad intel.

They can have all the rituals they want, even all the non-ritual spells they want. They just need find them and copy them into their spellbook first via a found or borrowed other spellbook or scroll. And with the appropriate time and money. But not at first level at the start.
