Four is about the normal amount I fireball, though the question in itself is entirely dependent on the combat the DM throws at you normally. The most I've ever hit in a single fireball is some where around 15 if I remember correctly. It was done from hiding right before combat began and they were all huddled together in discussion.
In the Ghosts of the Salt Marsh campaign, I think I got... well let's consult the footage (this was back when I was editing together highlight videos of what we streamed on twitch).
Looks like it was Chapter 5 of the module, at the abbey. I played Torsk, a dwarf diviner (5th lvl). I don't know how this encounter went for other people, but we don't really have a face character, so fast-talking/negotiation tend to break down, lol. Which they did, after we just opened the door to the hideout and waltzed in. We ended up backing up on the stairs and fighting the whole lot of the abbey's inhabitants all at once. (And that was with only a short rest in between it and the undead on the beach. Tough stuff!)
Anyway, looks like I got 7 with the first blast and 7 with the second (catching some who weren't in the first one).
It occurs to me I got more with my tiefling cleric of light in Hoard of the Dragon Queen. It was a while ago, but i believe I was able to pull off a silence spell in the bullywug barracks on ground floor level of Castle Naerytar, and then fireball all 12 bullywugs in there. That was definitely something. Not sure I'll ever top that in terms of total targets with one spell. Good times!
I'd say 4+ but its kind of self fulfilling, if the numbers of enemies are less than 4 I'd probably cast a different spell. I'd rather cast hold person at 2 people for example. I'd almost always prefer to cast hypnotic pattern etc. So the only time I cast it is when the stars align so to speak and when they do it hits at least 4.
My maximum? I was attacked by a huge swarm of stirges just before a long rest. I still had a fireball so I decided to overkill. I forget exact numbers, but they completely filled the area of my fireball (back of napkin maths informs me that it was around 2000 - though that may well be wrong).
