Would you permit Phantasmal Force to make Enemy 1 appear to betray Enemy 2? Specifically, when party 1 meets party 2 in combat, cast PF on Enemy 2 to have them imagine Enemy 1 draws a weapon and attacks them? This may lead to Enemy 2 counterattacking Enemy 1.

That seems like a perfectly valid use of the spell to me.
If Enemy 1 and 2 are together than Enemy 2 is going to see a duplicate Enemy 1 appear out of thin air and attack them while still being able to see the real Enemy 1 there. So, the trick wouldn't work. If they are separate you could make Enemy 2 believe Enemy 1 came up behind them to attack them and since the real Enemy 1 isn't around, they won't know it was a duplicate, and may be convinced by the illusion.

The spell description specifically says "While affected by the spell, the target treats the phantasm as if it were real and rationalizes any illogical outcomes from interacting with it."

Seeing it appear isn't an interaction.
Seeing both Enemy 1 and the illusion of it isn't an interaction either.
