I have created (and re-created) my level 3 wizard trying to get access to 4 cantrips. The character uses 2014 but both 2014 and 2024 show level 3 wizards having 4 cantrips. Bug? Workaround?
You may have been thinking of Sorcerers, who do have 4 cantrips at levels 1-3, or your eye may have wandered over to the next column to the right in the Wizard table (the number of 1st-level spell slots) which does go from 3 to 4 at level 3.
Sorceres get 4 to start, wizards, in 2014 and 2024 only get 3. If your DM allows it, you could create a custom feat that give an extra cantrip or just as one of your feats take magical initiate, something I usually do with wizards because 3 cantrips is both challenging in a good and bad way depending on the campaign and tempo of play.

This is the correct behavior; both the 2014 and 2024 versions of the Wizard class only have 3 cantrips at level 3. Both gain a 4th cantrip at level 4.
