So in an insane move our DM had us at the last minute set our characters to 10th level before our first session. (this would have been fun if we were told about what was going to happen before hand) anyway, we had our levels stolen by an evil dick and now we're level 3, were trying to hunt him down for obvious reasons.
so here's my question, as a 10th level wizard I had 5 cantrips memorized and at 3rd level only 3, so can I swap between those 5 after a long rest?
My other Spells are a simple matter they remain in my spell book until I have a level spell slot to cast them again.
However, I think it makes sense that you lose those cantrips. Cantrips aren't in your spellbook, they're simple spells that you can cast at will. By losing levels, it'd make sense that you'd also lose control over those cantrips. Though like JesseBruffett said, there's an optional feature from TCoE that allows you to swap between cantrips after a long rest. I think of any campaign, this campaign would make sense to let you have that feature.

If you play with the Tasha's variant rule of "Cantrip formulae" then you can swap any 1 cantrip for another one after a long rest.
This is a question for your DM. What they are doing is homebrew, so they are going to have to decide how it works.
