the spell is not on the wizards spell list. So usualy you can't.
If your DM allows you to write the spell into your book, you can make a homebrew version of the spell that is available for wizards. (Make a copy of the spell and add the wizard tag to the available classes box).
since its not a wizard spell, assuming your DM is cool with you adding it, you'll need to homebrew it and add wizard to the class list of the spell to add it to your spellbook in your DDB character sheet.
The sourcebook Tasha's Cauldron of Everything gave the Wizard some more spells and this includes Enhance Ability. You either have to have the book yourself or through a campaign that is sharing content. You also need to have optional class features enabled on your dndbeyond character sheet.
I have all of these, still doesn't show on my list.
In the Character Builder, on the first page you need to enable "Optional Class Features", and then on the Class page you need to click the "Optional Feature Manager" tab and tick "Additional Wizard Spells". (Just in case other people are struggling with this issue).

Ok figured it out. There were some more buttons i had to press. Thanks for the help.
