These opalescent scale wraps seem to shift and change in colour, carrying the smell of the sea around with them.

When wrapped around a weapon or one's fists, you may bolster your attacks with elemental water 3 times per day, causing water to form and extend the area of your attacks. When you make an attack in this way, any creature or object 5ft to the left or right of your target. Creatures and objects in that space, as well as the creature or object being attacked, take 2d4 bludgeoning damage.

These wraps can only confer these properties to a weapon once, dissolving into a puff of air if they are used to attempt to be wrapped around another weapon. When these wraps are applied to one's fists, their properties only can be applied when taking an unarmed attack.  A weapon can only ever gain one set of properties from a set of wraps of elemental infusion. If however, an attempt to confer another set of properties from a different set of wraps, the conferring of properties fails and the wraps used lose their magic and burst in a way appropriate to their element.
