Sion is a long dark blue cape with black trims that clasp on the front of each shoulders. the clasps are platinum finger like claws. It has a column of runes in its center and a bunch of leylines that almost looks like synapses running around the cloak. When attuned to its bearer, the runes flashes a bright blue color and then pulses with arcanic energies.
It has the following properties.
Claw Attack. 1d6 slashing (Finesse, Light) can be dual wielded.
Life Drain. As an action, The user makes a claw attack dealing 3d6 necrotic damage and healing half of that amount.
Innate Spellcasting. The User's innate spellcasting ability is Charisma (spell save DC 16). It can innately cast the following spells, requiring no material components.
At will: Minor Illusion
3/day: Mirror Image
1/day: Mental Prison
Curse
Once attuned to Sion, a user refuses to separate from it under no circumstances. Only a Greater Restoration or Wish Spell can remove the attunement and the cloak. For as long as the cloak is attuned, the user feels lethargic and out of energy to do anything. The user has the following effects...
1) minus 2 to AC and dexterity saving throws.
2) cannot make more then one attack per turn.
3) must choose between action and bonus action, but cannot take both.
4) has no reactions
The user can remove these effects until the next short or long rest, by reducing to 0 hit points a creature using the Life Drain ability of the cloak. If the user passes 24 hours without using the said ability. The user must make a wisdom saving throw (DC 14 + 1 per level of exhaustion). on a faillure, the user gains a level of exhaustion. There after, the user must make the save every hours.
Sentience
Sion is a sentient Neutral Evil cloak with an Intelligence of 5, a Wisdom of 5, and a Charisma of 19. It has hearing and darkvision out to a range of 120 feet.
The cloak cannot speak, and can communicate with its wielder only by sending him emotions. While you are attuned to it, Sion also knows your emotionnal state.
Personality
Sion acts on its impulses and often will use its own abilities to trick people or save his User. Sion has been in solitary confine for so long, it now refuses to be left alone ever again.
The cloak’s purpose is to drain life force. It doesn’t care whose lifeforce it drains. The cloak is ecstatic everytime a user drains a creature dry. It just wants to always be in that state. and will always points to the next victim. Including allies of the User if they aren't going his way.
Sion’s thirst for life force must be regularly maintained. If the cloak goes 24 hours or more without Life Drain, a conflict between it and its wielder occurs.
