Zoroastro, the legendary wizard of Ahrkren--City of Madness--knew the secret to creating these cloaks. Generally, their magic only lasted a single night and at sunset they simply disappeared, leaving only the silver clasp--which was worth a few gold pieces in its own right.
The cloak doubled a person's stealth while in partial or total darkness. In the light of day it has no effect.
The cloak is embroidered with the head of a wolf on the left breast. The wolf can breath fire for 2d8 damage and can recharge every round on a 5 or 6 on a d6.
The cloak protects its user from cold, giving him/her resistance vs. cold.
The silver clasp has a Z with two skeletons reaching up toward it. It is worth 5gp. However, most people prefer to keep it as a trophy.
After a character puts it on, the cloak will disappear at the next sunrise, leaving only the clasp.
Is it possible that Zoastro could make cloaks that were permanent? Probably not, as the fabric was woven from strands of Pandemonium itself. But anything is possible...
