I was working on homebrewing monsters to prepare for running Chapter 4 of TOA. I homebrew those monsters/NPCs when the text tells you to modify an existing stat block. But I discovered that I cannot use at least some of the monsters from Appendix D of TOA as a base for homebrewing, even though I have purchased the entire adventure. Some examples: Champion, Ras Nsi, Brontosaurus, Bodak.
On the other hand, there are some others that I can use as a base: Yellow Musk Zombies, Yellow Musk Creeper, Tabaxi Minstrel, and Acererak to name a few.
Is this intentional? If so, how is it determined which can be copied and which can't? Has this just been overlooked?
