I saw someone doing this and I decided to try it as well, I will use this character in a PbP myself.
I will also add one quirk of my favorites from those suggested by comments. Please keep them simple, but hilarious, somewhat inappropriate ones are allowed.

I voted a Half-Elf Bard of the Entertainer background. You get 7 proficiencies! 7! A lovely quirk for a bard is flirtatious. A bard who flirts with every woman, and has the skill at the Viol to back it up.... It's wonderful for roleplaying.

It's so fun! Arguably, all types are, but when there is another party member who is all cold and tough, you can have the best interactions trying to serenade them!
And when you finally roll that Nat20 on your 93rd attempt....
I voted for Gnome Sorcerer Outlander, in honour of a friends character in the campaign we are playing.He is a Horse Clan Shaman, who is obsessed with chickens whose entrails grant him clear guidance.
But so far the vote is for a Tiefling, who either has an Outlander or Folk Hero Background (or a mashup of the two) and is a Sorcerer and Ranger. A Ranger with the inborn spark for Sorcery, or a Sorcerer who is drawn to the wild. He or she is open minded, cunning and laid back.
Possible quirks- Obsessed with nature...possibly to the extent that Rangers and Druids tend to avoid him
Distrusts or dismissive of constucted buildings, especially ones of more than one storey.
I didn't vote because I make so many different things I couldn't think of what to actually pinpoint on. LOL! Though thumbs up to the flirtatious bard. We have one of those in our current campaign and it is hilarious! Even funnier as it is a homebrew and humans are evil and all the non-humans are being oppressed, so our bard is actually of a feline race so he ends a lot of his statements with a flirtatious or "Look what I just did" sounding meow. Worse, my character is actually primordial and only looks like a green cat by choice.
I've seen even more normal characters have just one quirk that totally causes some really good RP and the wonky mess up in a dungeon. Or throwing a game together with tougher rules on your dice rolling or using a character creation book to roll it (long, but can be hilarious).
Anyway, the bard someone entered, if you are outgoing could be really fun to play.

PbP - Beregost Blues - Portia Starflower, Half Elf, Cleric, Life Domain PbP - Tome of Annhilation - Vistani Mocanu, Human, Bard
I voted for Halfling Rogue who's cunning, curious, and empathetic. Kind of a pint-sized Robin Hood, always looking for a way to scheme the affluent, but he has a soft-spot for a particularly downtrodden group in the campaign.
Shunned for the dark blood coursing through your veins and cursed again with wild magic you never asked for. Born into the slums, only the worst types would take you in and give you shelter - in exchange for aiding their nefarious deeds. As you grew up, you learned to use your magic for trickery - illusions and enchantment. Whether you were empowering their thugs or fooling their victirms, you'd done it all - whatever you had to, to survive.
Now an adult, a practiced spellcaster, you feel ready to venture out on your own, casting out your murky past out - it's just that now, the past. Whatever happens now, you swear you'll never go back... Your experience with those sinister types and the clever nature of your magic has left you with a cunning mind, ready to spot an opportunity - whether it be to swindle another innocent, or save them. It's made you curious too - stuck in their world, slinking through the gutter, here's your chance to explore the world. Alas, the cold regard most folk give you has left you timid and hesitant.
Quirk: Suspects everyone who employs or travels with him, PCs or NPCs, only want him there to help them with a crime - whether now or later. And should they ever ask him to commit a crime, he will explode into rage at complete odds with his timid nature.

I voted for half-elf ranger sage so you could have 6 languages immediately and by 14th level using the linguist feat you can learn eleven languages plus you could lean one or two from your down time by then so you could communicate with almost any intelligent creature depending on your language choices.

For languages, I'd recommend taking a Warlock with the Great Old One patron. Awakened Mind (Lvl 1) Allows communication with literally everything that has a language.

I would agree that being able to speak everything is incredibly impressive, and being able to speak with everything in the room at the same time even more so, but the deal breaker on those for me is the levels you listed. 14th lvl for 11 languages, 13th lvl for Tounge of the Sun and Moon which may as well be Awakened Mind except spoken. Awakened Mind is telepathy, which is even stealthy, since no one else can hear a telepathic conversation, and you can even have a double conversation, talking to someone about something mundane while telling them something important with telepathy. One of the only benefits I can think of for choosing spoken language over telepathy is that some creatures won't be receptive to a mysterious voice in their head, but then a goblin won't stop have tea with you merely because you speak goblin.

I know, but there is something more impressive, in my opinion, about speaking many languages than just telepathically communicating.
Monk as well at level 13 can also communicate with anyone and in this way you can speak with everyone at once and they can all understand you.
