This Item cannot be shared with the community for the following reasons:
This homebrew Item has data mapped to it that is licensed content or private homebrew. This typically occurs when licensed or private homebrew spells are linked to the Item.
Remember, private homebrew is automatically shared with other users in your campaigns and does not need to be shared with the community for players to access.

As TSarducci mentioned - submitting spell scrolls of individual spells is not allowed. If you wish to create the individual items for your own character or campaign, you may. You dont need to publish them to have them available to your players.
So Sorce, what is the logic in making every user do the exact same work over and over in parallel? There is clearly a demand and utility to having these in the database.
No because they aren't actual items in the DMG. All official items need to match back to the corresponding entries.
Just thought I'd point this reply out. While I would certainly love to have actual spell-containing Spell Scrolls (hence my initial post!), from what I understand, this isn't so much a technical limitation of DDB, but more of a licensing/legal limitation regarding the arrangement between Curse and WotC.
(Which doesn't mean we can't hope for a better solution than "homebrew it", just that it's not exclusively in the DDB developers' hands: WotC needs to approve it.)

Yes, with the current way, you cannot have two different level 1 spell scrolls.
I'm just adding my voice to the choir. We need the option to choose what spell is on a spell scroll.
