You are able to determine the dialect of most written texts whether or not you are proficient in said language. Determining these dialects requires an INT + proficiency bonus check with advantage. The DC is determined by the familiarity of said language; DC 5-10 (Dialects of common languages you already know), DC 10-15 (Dialects of common languages you do not know), DC 15-20 (Dialects of rare languages), DC 20+ (Ancient languages that share little similarity to any languages you have encountered). 

You are also proficient in cracking or creating ciphers in all languages you speak and write.

Creating a cipher requires an INT check (including proficiency bonus) that sets the DC level for someone not proficient in the cipher to crack. You can either roll to determine the DC OR use INT+8+Prof Bonus as the DC. 

Cracking a cipher requires an INT check (including proficiency bonus) against a DC set by your DM based on difficulty. These also require 2d4 hours of work prior to attempting the INT check.
