Wealthy members of society like to encourage the poorer members of their society to take up certain under-filled needs.  As such, they create foundations that fund education, depending on what their race needs.

For this reason, you can only take this back ground if you get no racial benefit to any of your first class's primary ability (see page 45 of the PHB).     They are OK with you multi-classing after the first level, but the first level must be in a counter-racial class.

 For example, a Half Orc Clan chief might decide he needs a half orc Wizard, so funds their education.  Or an Elf Wizard might pay his great nephew to train as a barbarian.    A Forest Gnome could be Fighter but only a strength based one, not a Dexterity based fighter (Archer).

 

 

 
Skill Proficiencies: You are proficient with the Skill Persuasion, as charities like this must be applied to and only the persuasive win.In addition, you may choose either Insight or History as background skills.
Tool Proficiencies: Calligraphy tools.  To obtain this grant, you had to write a persuasive application, learning Calligraphy.
Equipment: Calligraphy Kit, set of common clothing, credentials from your patron, 10 gp, and your choice of one 'gift' from your patron, worth no more than about 500 gp.  (see below)

 

 
Feature: Charity Gift

Your patron wants you to succeed so has given you a gift.  Choose one from among the following:

1) Warhorse or Elephant mount, including all necessary gear (military saddle, etc), and a lance.  Elephants come with a mahout paid for one year, who will not fight.

2) Vicious weapon and two Continual Light objects of your choice.

3) Adamantine armor of a type you can wear.

4) Helm of Comprehend Languages

5) Seven different 1st level spell scrolls of three different (i.e. two copies of Magic Missile, one copy of Chromatic Orb and four copies of Charm Person).

6)  Two doses of a single poison worth no more than 200 gp per dose (Drow poison, Crawler Mucus, Serpent Venom, Truth Serum for example)

7) Four doses of Keoghtom Ointment

 
Suggested Characteristics

Personality Traits:

1  You resent being forced to take this class and look down on anyone that would willing do it.  You accepted the charity only because of your dire circumstances.

2  You are really excited about trying this rare profession.  You think it is the best possible choice and tell all how much fun it is.

3  You feel it is your duty to preserve this rare profession, otherwise other races will have an advantage of yours.

4  Poverty has made you cautious.  You hold on to every single copper, never know when you will need an emergency stash.

5 You resolve to never be poor again.  You have ambition to become fabulously wealthy.

6 You are very racist and do not trust any other species.

Flaw:

1.  I have no idea how to properly use money and will spend whatever I get immediately

2.  I feel the need to prove my capabilities and will always try to show off.

4.  I love to show off and pay extra to have my gear look better - even if this makes them less functional.  I.e. yes, give me the gold plated sword rather than the +1 weapon, I don't care that the gold plated one is more expensive and non-magical.
