Maybe they don't get paid enough, maybe they're short-staffed or busy doing other things...or maybe they just aren't up to the task. But you are, and they know it - that's why your name is called when theirs are not.
You are an experienced bounty hunter with a history of chasing down commissions. You have spent a lot of time among other bounty hunters and still have contacts within the profession. You're far closer than most people to the world of fugitives, dangerous monsters, and lost heirlooms that pervades civilization, and you survived up to this point by flouting the rules and regulations of society to get what you sought.

There are many kinds of bounty hunters, and within a bounty hunter's guild or similar organization, individual members have particular specialties. Even bounty hunters who operate outside of such organizations have strong preferences for certain kinds of bounties over others. Choose the role you played in your bounty hunting life, be it an heirloom finder, monster hunter, fugitive tracker, or a jack-of-all-trades bounty hunter.

You have a reliable and trustworthy contact who acts as your liaison to a network of other government officials, bureaucratic administrators, knowledgeable travelers, studious academics, or shady fences. You know how to get messages to and from your contact, even over great distances; specifically, you know the local messengers, lawmen, guards, merchants, and unscrupulous sorts who can deliver messages for you. Whether it's a fugitive running from the law that has gone to ground, a long-lost noble's tomb containing a family seal, or rumors of something in the woods attacking the local village (and subsequently driving down tax revenues), you seem to always call on a favor to get a lead on your bounty..even if it means you might have to pay one or two back in the future.
Suggested Characteristics
Bounty hunters might seem shrewd and callous on the surface, and many of them are corrupt and treasonous to the core. But some have an unwritten code, penchant for a sad story behind the reward, or a drive to bring their quarry back to the justice that awaits who paid them. There might be honor among regular lawmen, but bounty hunters rarely show any respect for law or authority when they're in pursuit of their bounty.

Whether it's a reformed criminal who still keeps in touch as a minor fence that can feed you information, an organized crime boss who became a family man you trust to keep his business clean in exchange for knowledge, a census taker who knows where all the bodies are buried, or a shrewd tax collector who took a little too much out of the king's purse but knows where to find those who won't open their purse to the king's guard, you've made a valuable friend in high, or low, places that always seems to come through when the trail's run cold.

Although your capabilities are not much different from those of a bounty hunter, you learned and practiced them in a very different context: as a specialized 'monster' hunter. You might have been an officially sanctioned agent of the crown, or perhaps you sold your skills to the whatever locals who hired you to kill what's eating their livestock..or neighbors. These days you sell your services to the highest bidder - if this job were easy it would be cheap.
Over the years you've gathered quite a bit of knowledge about hunting what bothers the locals..or eats their livestock. Be it from professional study in renowned libraries, personal experience with the scar to go along with it, or from training from your peers, you prepare before taking the first step in the direction of your prey. In the first round of combat or interaction with your bounty you always have advantage and your enemies always attack or interact with you with disadvantage. If you would already gain advantage from another ability or skill, then you gain advantage on the second interaction or round of combat instead.
