Running from the law has been a part of life for as long as you can recall. You started as a troubled youth, caused trouble, known how to use firearms, learned how to escape sticky situations even, even knowing how to survive in the open west. You might have been a part of a large posse maybe even a gang? Maybe you have been a bounty hunter then took a bribe to be one of the bounty's yourself.

When this background is chosen work with your DM to figure out what kind of outlaw you are, what kind of gang of criminals you were in, what position in the gang were you.

Tool Proficiencies: one type of handler set, 3 can goods (food)
Equipment: An dirty blanket, loot off a fallen rival (8 ammo cartridges, or a worn hat), a deck of cards or set of bone dice, a set of common clothes, and a satchel containing 5 gp

If you were with a gang before leaving, you had a rank or a role in this gang. outlaws loyal to your former gang still remember what position you were and recognize your authority and influence, and they defer to you if they are of a lower rank. You can exert your influences over any of your following gang members for a temporary horse or equipment.
