Your not surprised, not really, you've grown up hard. This City is a Careless place and it eats the weak. You learn growing up hungry to survive however you can, Scrounging, Begging, or Stealing for food. You learn being small when to be quiet, talk fast, or create a distraction. You learn to grow up tough, quick, or smart, or you wont grow up at all. 

 
Skill Proficiencies: Trouble comes for everyone sooner or later.  Weather its Guardsmen running you off, Hooligans roughing you up for sport, Angry Merchants sure they'll catch you this time. or just the older rats trying to take what's yours, you've figured out how to best deal with trouble when it comes knocking.
Tool Proficiencies: Acquiring food as a child on the streets is always the first order of business. Some find work sweeping and doing chores, in houses around town, laboring for a tradesman, preforming rhymes and rhythms on the street, and some are just quick with their hands.
Languages: People say all kinds of things around you when you're an invisible problem. You learn how to listen, the value of good information, and just who to pass it too.
Equipment: Every rat who makes it anywhere has got a stash buried somewhere guarding their most valuable treasures. A small box, old leather satchel, or waxed canvas bag contains your hoard. Just the essentials your savings and the for or five things that matter most.

  20. A small platinum ring on a string. There's a strange writing along the inside of the band. Best not to get caught wearing it, might raise too many questions.
 
Feature: Out of Sight, Out of Mind

Years of dealing with the authorities have taught you the habits and greed of complacent town guards. You have advantage on stealth and deception checks against Town guards and City Watchmen and can usually determine and appropriate bribe (insight, persuasion, or investigation check) to remain free of custody.
