Stumbling along the darkened streets of <convenient town for campaign>, your blurred vision starts to focus and you become aware that you are a <race> capable of relatively intelligent thought and perception of your surroundings.  You know a lot of things, like how you should probably have a name, even if you don't remember yours, and that the thing your hold in your right hand is weapon called a 'dagger' covered in a substance called 'blood' that is normally inside of other people; Meanwhile, your left hand holds something called a 'bag' filled with something really, really important called "gold".

Yeah, this doesn't look good.

Your main goal is to either get out of town, or establish a new identity completely.  If Int < 12, your name is an amalgam of whatever the DM states your initial surroundings are.  People will be suspicious that this is fake name.

 
Skill Proficiencies: Roll 2d20, correlate resulting roll of each die separately with skills list; If result exceeds number of skills on list, there is no proficiency from that die.
Tool Proficiencies: Roll 2d20 -1, correlate resulting roll of both dice with tools list; If result exceeds number of skill on list, or is 0, there is no proficiency.
Languages: Common and racial.
Equipment: 1x set of bloody clothes, 1 dagger (covered in blood), 1,500gp (Can buy EQ as normal, or for added flavor consult with DM for an available inventory of goods in relevant area)

You are an inherently apparent 'shifty' character to those who skirt law and order themselves, and so people will will not suspect you of working with law or government without obvious reason; Additionally, you can recognize, without specific detail, whether someone operates within or outside of the law.

 
Suggested Characteristics

 I think this can go with any alignment, the idea is the character truly doesn't know the circumstances behind why have a bloody knife and a bunch of gold... but it doesn't look good, so it might be more appropriate for chaotic or neutral whatevers.
