Either as a result of a genetic condition or traumatic accident, you are unable to hear. You were raised by people, be it your biological parents or a caregiver, who taught you how to use Common Sign Language as well as read lips. If you are a magic user, you've studied the verbal components necessary to create the mouth movements for these spells and are capable of casting spells.
Major credit goes to GM Binder, who created interpretations of 5e Rules to make this background.
