Disclaimers: This is primarily designed for my own homebrew campaign: Tales of Sylvan (Revised)//Tales of Sylvan (Simplified)//Tales of Sylvan: Rise of 7 Evil Lords on Roll20. If you think this background is adaptable to your own campaign/character, feel free to use and modify accordingly to the setting.

(This is inspired from experience with foreign asylum seekers. If you see only EVIL in all asylum seekers from overseas, DO NOT USE/ALLOW this background for your character/campaign)


You are a refugee seeking for asylum in a foreign land. Sylvania is the most welcoming city on this foreign land. Against all odds, you have finally reach this possible sanctuary.

OR

You are a refugee fleeing for your life for some reasons. Most cities/towns/villages have turned you down as a resident. Somehow, you managed to catch the news of the new developing city. You decided to take your chance and head to this place you might call: new home.


 

Unique Setting for Specific Race:

Drows (Refugees from Bokrestei): You have given up faith in Lolth must flee from their own race; they will be hunted down by their own kind; if they are proven to be a threat/enemy of Lolth in the future, dedicated Lolth's worshippers might even send assassins to remove them from the living world. 

Yuan-ti (Refugees from Saka'rei): You have given up on the traditions/ancient rituals are forced to leave their land; you must travel afar and start a new life on their own. Hence traveling across the sea, through the forest, you make your way to Sylvania.

Aarakocra (Refugees from The Valley): You have never heard of anything related to Sylvania. Your kind has been forced out and enslaved by an unknown force consists of unfamiliar races, to your kind. You and some others fleed your homeland on small boats, you got knocked/blew into the water in a big storm; you all drifted unconsciously till your bodies are carried to Sylvan by the current. Upon regaining conscious, you found your fellow kind also washed up to the shore. Later, you met the people on this land. Some were kind enough to offer some help. Most of you were able to settle in the nearby fishing village Nortward/fishing town Nortport. You do notice there are people in the village/town who are obviously hostile to your kind since you are foreign. The marginalization is not severe, but some of those people are aggressive/abusive. Fear for your life, you decide to seek asylum from Sylvania, a new city that welcomes all races.

Kobold (Hairy Dog-Headed) (Optional; Refugees from the northern part of Sylvan): You can only recall you have fled to the south of Sylvan for some reasons. As you declare yourself as a kobold, Sylvania treats you as a kobold. Tho, most of the other kobolds of the scaly kind do not see you as the same kind, your instinct does seem to tell a different story. It seems there are other kobolds of your kind settling in way earlier before the Great War, you are fairly excited to become part of the community in the future, while you are staying as a refugee for the time being.

 
Skill Proficiencies: The city has a functioning settlement for the refugees outside of the city to its west. You are allowed to work, learn or train within the settlement while they process the paperworks and the necessary procedures. Hence you have spent at least a year in the settlement.

Skill Proficiencies:

You may choose 2 skill proficiencies from the list.

Tool Proficiencies: You may choose 1 Tool Proficiency from the list.
Languages: You have picked up 1 language listed during your stay in the settlement.
Equipment: (You do not receive any equipment from Class; for spellcasters, you will receive Component Pouch/Spell Focus later in roleplay; for weapons and armors, you will be receiving those later in roleplay)

When you first enter Sylvania as an official citizen, the officer will offer you a backpack (part of the Explorer's Pack below) with the followings:

An Explorer's Pack, a pouch of 50 gp (a one-time grant), a map of Sylvania (with a spot marked: People's Bargain), an identification document, 2 set of common clothes, a recommendation letter

 
Feature: Down-to-earth Self-Starter

Without a doubt, you seem honest to your own kind. When you meet anyone of your same race, they are most likely to offer you a place to stay. Meals might be provided, but with a charge. They are more likely to offer you work if they need help.
