The toll keeper is responsible for the administration, collection and accounting of tolls paid to the crown or local authority. The toll keeper can collect tolls from a variety of sources including, but not limited to, markets, roads, bridges, fairs and docks. In localities where direct contact with the governing body is weak or non-existent, the toll keeper can earn a fair living through misappropriation of the funds collected.
