You were once a villain with great power, before something intervened, causing you to fall from power. Perhaps you were a tyrant, ruling your land using fear and force. Perhaps you were the leader of a cult. Perhaps you led a group of criminals. You had power, until a ragtag group of adventures, some great hero, or simply the protectors of a city brought you down.
Even after falling from power, many may still know and fear you, and people who seek justice for the things you did. Work with the DM to figure out what kind of villain you were, whether you still have ties to certain groups or figures, and the enemies who took it all away from you and thus your target for revenge.
