Local law enforcement is more willing to allow certain less than legal actions as long as they relate to your current active bounty, and paperwork from ranking locals, or your reputation among the local populace. Any guild or personal code of honor or approach toward capturing a target may also play heavily into these reactions but your contacts in the right places may help you avert detection or smooth over any ruffled feathers providing you don't take things too far.
