If there is a crime going on then you are granted acsess to the scene, if you involve yourself with the police then you can easily gain some of their equipment for "borrowing". You also have alot of connections every where mabey not everywhere pepole will know you but in most places they will.
(optional) safe house: in your home city you have a safe place that 7 pepole can live in for 2 days
