For most people you speak to they can tell your life has been hard. Your sad eyes tell a story of suffering and most cannot bear to see you sad. You have advantage on persuasion against non-hostile humanoid creatures and enemies must make a wisdom saving throw when they see your face.(10 + your charisma modifier)
The enemy must succeed the save or otherwise no longer are able to fight you. If the character does hit the enemy or one of their allies though, the creature is no longer effected by this feature.

This background is mostly set up for sad and alone characters that have little to noe concept of proper social edicts. And most who choose come from tyranny end up taking their vengeance.
