After the human commit genocide against the fallen out of the remaining fallen there was a group that swore revenge. However there was also another group of fallen called House of Kings which were protected from the slaughter by a human king out of sympathy. The Fallen became the polar opposite of the House of Devils because they wanted Fallen and humans to co-exist. There Kell leader called Golias was the next ruler after the human king failed to have an heir and so he put Golias on the throne. As A wise being he rules over the city of Monhisteria. They have sworn to stop the house of devils while being allied with humans. The yellow scarf is in order to get recognized by fallen for being in the house of kings. When Golias ascended to the throne the dying king gave him his golden shoulder plates in respect of the fallen being interested in gold and being a pirate and nomadic race. Since then every fallen in the house that has been born receives golden shoulder plates and layers are added for every act of respect that they commit.
