Cold Blast Breath

Obtained by drinking the potion created by Mayor Kush from the flowers that bloom once a year in the Yeti's cave. Once a day the you can expel a blast of cold air from your mouth targeting one creature within range. The target must make a Dexterity saving throw with a DC of 10 plus your proficiency bonus. On a filed save, it takes 4d6 cold damage and its movement speed is halved until your next turn. On a successful save the target takes half as much damage and its movement speed is not halved.
