Anyone can use an action to spread a single, 5cp bag of caltrops over a 5 ft square. But you noticed they also sell them in sets of 20 bag strung together for 1 gp.
You have learned how to tie the bags together in such a way that it is possible to use an action to throw the entire 20 bag set and cover a 10 ft x 10 ft square with caltrops. To cross such a square on foot means a victim usually must pass two Dex saves (DC 15). If they fail a save they take 1 damage, stop moving that round and their speed is reduced by 10 ft till you regain the 1 hitpoint. As always, a creature may move through it at half speed to avoid the saving throws.
The speed reduction is not cumulative, no matter how many points of damage you take before you heal yourself.
The 10 ft x 10ft area must be next to you. Effectively, the furthest caltrop may be no more than 10 ft from you.
You must of course have a set of 20 bags of caltrops to use this feat.
