ace shooter alows you to have a aim shoot with advantage. You take a -6 if you  hit add +20 to your damage. 2/5 ,1/4 cover don't effect your shoot you can shoot up to your full range without disadvantage with your weapon. This includes all range weapon attacks. If you destroye a target you hit you gain back the amount of hp he/she had left.
