When you cast a spell that requires a single, ranged spell attack roll, and the attack roll is a natural 20, you roll an additional d20.
If that die lands on 20, then the spell slot used to cast the spell is refunded.
No other feats, spells, or features can be used to reroll the refund die (ie. Lucky, Halfling Rerolls, Inspiration, etc.)
