After you rescue a group of slaves and set them free. You gain this feat.
When you are in a city and you go to the slums, a person you rescued will come up to you to thank you for saving him/her.
You can ask him three things.

-knowledge (Languages, proficiciencies,...)
this is will happen once you come in a city.
