As an action, you may expend a 3rd level spell slot to redistribute the status of "available" and "spent" among any number of spell slots that are available to you however you choose. 

For example: You may redistribute your "spent' 3rd and 4th level spell slots to your 1st or 2nd level spell slots, replacing them with the "available" status that was previously held by your 1st or 2nd level spell slots.
