You have studied curses and know how to blight a victim in various ways. You learn the level 1 spells: Bane and Hex and treat them as Wizard spells if you are a Wizard. In addition, if you learn the level 3 spell: Bestow Curse you can increase the range of the spell from a range of touch to a range of one target that you can see within 30ft.
(note: at present Hex is not showing up as a spell I can add into the creator, so if you add this to a character on d&db hex won't show up as a spell known)

In my opinion, this could be reworded to: "Prerequisite: A Wizard (Necromancy School) of 3rd level or higher."
Also, "treat them as Wizard spells if you are a Wizard" Since you need to be a wizard to take this feat, "if you are a wizard" is un-nessary. It could be Reworded to: "You Know the spells Bane and Hex, which count as Wizard spells for you."
Also: "Should you learn the spell Bestow Curse, you can cast it at a range of 30ft." (Or ""Should you learn the spell Bestow Curse, It's range is increased to 30ft") (Or: "You can Cast the spell Bestow Curse at a range of 30ft")
In Conclusion, if l were making the feat, lt would be worded as such:
Prerequisite: A Wizard (Necromancy School) of 3rd level or higher
